Big news for expats in Kuwait! The Public Authority for Manpower (PAM) has implemented significant changes to worker recruitment policies for the private sector, making it easier for employees to switch jobs. These reforms come into effect on June 1, 2024.

Easier Job Transfers for Expats

Previously, expat workers in Kuwait faced limitations when switching jobs. The new regulations allow them to transfer employers after three years of employment with their current sponsor’s approval. Alternatively, they can transfer jobs by paying a transfer fee of 300 Kuwaiti dinars.

This change aims to enhance job satisfaction and career progression for expat workers in the private sector. It’s important to note that these new rules do not apply to domestic workers.

Streamlined Recruitment Process

PAM has also simplified the recruitment process for businesses by eliminating the activity-based rate structures that were previously in place. This will make the system more transparent and easier to understand for companies looking to hire foreign workers.

However, it’s important to note that this is a one-year trial period, and the system may be further refined after review by the PAM Board of Directors.

Embracing Digitalization

Kuwait is moving towards a more digital future for its labour market. Business owners can now access and process work permits through the user-friendly “Ashal” app.

This is part of a larger initiative to integrate all manpower-related services into the “Sahel” application, creating a one-stop shop for managing all your workforce needs.

Commitment to Worker Safety

The Public Authority for Manpower prioritizes worker safety. To celebrate World Occupational Safety Day next Sunday, they’ve announced a special event themed “Towards a Safe Work Environment.”

The event will feature a full-day workshop with participation from seven government agencies, each focusing on a specific aspect of occupational safety and health. Attendees can expect discussions on inspection mechanisms, new safety procedures, and practical methods for creating safe work environments.

Conclusion

These reforms signal a positive development for Kuwait’s labour market. The new transfer rules offer more freedom to expat workers, while the digitalization efforts streamline the recruitment process for businesses. The focus on occupational safety highlights the government’s commitment to protecting the well-being of all workers in Kuwait.
