Malta Announces New Work Permit Option for Skilled Non-EU Nationals

In a bid to attract top international talent and address skilled labour shortages, Malta has launched the “Specialist Employee Initiative” (SEI), a new work permit option for non-EU nationals. This initiative provides a streamlined pathway for highly qualified professionals to join Maltese companies, fostering economic growth and innovation.

Specialist Employee Initiative (SEI)

The Specialist Employee Initiative (SEI) provides an alternative work permit option for exceptionally skilled individuals from non-EU countries. It caters to those who might not qualify for the Key Employee Initiative but possess pertinent academic, vocational, or technical expertise aligned with their job prospects in Malta.

Eligibility Criteria for SEI Applicants

To qualify for the Specialist Employee Initiative (SEI), applicants must meet specific criteria:

Employed by a Maltese Company: Applicants must have a signed employment contract with a company registered in Malta.

Skilled and Competitive Salary: The offered position must require professional or technical expertise and offer an annual gross salary of at least EUR 25,000.

Labor Market Test: Maltese or EU workers must not be readily available to fulfil the offered role (specific verification steps are yet to be clarified).

Qualifications or Experience: Applicants must demonstrate their skills through either:

  • A relevant bachelor’s degree or higher qualification.
  • A combination of relevant educational qualifications (even if not a bachelor’s degree) and at least three years of relevant professional experience.

Fast and Efficient Processing

Eligible applications are expected to undergo standard government processing within 15 business days from the submission date.

  • One-Year Residency with Extension: Residence permits granted under the SEI are valid for one year and can be renewed for three additional years.
  • Affordable Application Fee: The administrative cost for SEI applications is EUR 300.

SEI vs. Key Employee Initiative

The SEI serves as an alternative to the existing ‘Key Employee Initiative,’ offering a distinct pathway for employers. While the SEI has a longer standard processing time of 15 business days, the Key Employee Initiative boasts a quicker turnaround of five business days.

However, the latter comes with more stringent eligibility requirements, including a higher minimum gross annual salary of EUR 35,000.
